this is as good of time as any to transplant your pussy willow. i bet you, after it gets accustomed to a new sunnier place..it wont be long before it starts doing what it was suppose to do. if you are getting into some killing frosts, it may be better in the early spring to do so.
try and get the best rootball that you can, as this will help the plant survive the shock of the move. take you time, have your new spot well prepared in advance..and make sure to water in well.
