Desert Willow-Bubba

I live in Central Texas, zone 8, and bought what is called a Bubba-Desert Willow. It is a shrub with beautiful flowers similar to an Orchid. The blooms are lavender and white. However, this spring is now the beginning of the second year for this plant and it hasn't grown an inch! It isn't dying, it just isn't doing anything! I don't know much about this plant and haven't had much luck locating any info about it either. Hope you guys can help or suggest some solutions. Oh yeah, it grows on the west facing side of the house, the front of the house faces directly north and the plant receives about half day of sun and half day of shade.
