I just got a "miniature" orange tree from Florida and it says to plant in a soilless medium. I am confused as to what that means. Is it like a "sandy" soil? Something like "Peet Moss"? Please explain. Thankyou.

A soilless mixture is one that doesn't contain soil (obviously) but rather a mixture of things like perlite, vermiculite, sand, etc. Many commercial potting mediums are soilless, even though they call themselves potting "soil".
