seedlings with holes

Something is putting holes in some of my seedlings.....How soon can I spray insecticides without hurting the seedlings? They're so young, and planted near even younger seedlings (some barely sprouted), I'm not sure which is worse: Letting the bugs eat holes in them or spraying them with chemicals....Any advice?

My tomato plants often have flea beetles which make tiny holes in the leaves...I don't worry about them, the plants quickly outgrow the damage and flourish unless other pests come along...what types of seelings are they eating?

They are in the ground, and they seem to prefer the Dahlias.
