I would like to ask you a question or two,
and when a few of our gardeners come through later.........
They may have some of these answers already asked?

#1. Can you discribe a tiny bit better,
How big, hard shell, legs, color (white)???
#2. What is it doing? making the leave look like swiss cheese, cutting off hunks of it, etc..

I don't think there is anything called a
HARMLESS LEAF HOPPER!! They like to eat leaves
as far as I know!!!!
I am not an expert though!!!

Well, being a south FL girl most of my life and collecting bugs there almost every day I will try and help.

First of all Fago palm? you mean fan palm?

And if leaf hoppers their mouth parts are for sucking plant sap not eating foliage. I am guessing she has a nocturnal feeder that she might not be seeing and the leaf hoppers are just there during the day. There is the citrus root weevil that feeds on 170 different host plants that is a giant problem in south FL but they are not white.

What botanical garden did you take the samples too?

Well, if she has sago (aka cycads) and is in south FL then she probably has cycad aulacaspis scale. It has killed most of the cycads in south fl and is working it way up in th orlndo area. Many commercial growers have quit growing cycads for this reason. But they do not resemble "bugs" they look more like white snow flocking.
