how to care and grow pampas grass

hi all,2 years ago i planted pampas grass and last year some died and the other came up smaller what and i doing wrong.signed need help in tn.

Pampas grass has been declared an ivasive here in South Africa so is not allowed to be planted anymore...unfortunate for me because even when i was a kid i used to imagine it growing in a sunny corner of my imaginary garden.
Does it get enough sun?

Planted 2 years ago. Last year was beautiful & bloomed well. this year 2 did not come back & 5 did. They are much smaller than last year & only 1 bloom amoung the 5.Also 2 years ogo I planted Poppy seed. The bloomed well last year & I scatterd the seed but none came up this year.

Howdy ice & bids - welcome to the forum! Here's a link about pampas grass. ice, I'm wondering if you're in zone 7 or 6? Since pampas is hardy from zone 7 on, that may be the reason it's not coming back?
