Is that ok? I just pruned off a bunch of off shoots on my weeping willows, and Siberian elms. I was told that pruning should only be done in fall and early spring. It's just that the offshoots were going crazy and I felt that it was hindering vertical growth.

Ideas?

You should be fine. I summer prune my apple and peach trees, as that tends to hinder the growth. They are as tall as I want them to be. Spring pruning encourages growth.
