I have one of these trees in my front yard and 8 feet off the street. Last year, it took a long time before if filled out. This year, its half dead, with branches snapping in my hand. How do I diagnose this? Will cutting off the dead branches (3 of the 5) help? Someone suggested rock salt that bounced off the street.

It would be hard to diagnose the problem without some pictures and/or more information. Rock salt could be damaging, for sure, but that may not be the problem.
