give it a little more time jen, you are so far north, it might take another couple of weeks.
but... baring that, you might need to go in and clear out the dead growth, they like a lot of sunlight to grow best.

I always chop mine down to about 6" in late winter. They usually make a slow start in spring, but mine are now back up to about a foot tall.
Why don't you chop yours back to about a foot tall and see if it helps?
I'm saying chop, but what I actually do is to wear a tough pair of gloves and grasp a fist full of grass, then (with the other gloved hand)bend and snap it where I want it to break off. I do this in sections until it's all a uniform height. I find this easier than cutting.
