many little black bugs on tomato plant

Hi, Yesterday I was out in the country, visiting with a client and I was moving her plants around and noticed many little, little black bugs on the stems of the tomato plants, they have clear wings.

Her tomato plants have little yellow flowers!

Sometimes tomatoes attract those little black critters, i've never noticed that they do any harm. I think they're attracted to whatever that peculiar smelling resinous moisture on the stems of the tomato plants.
They don't sound like aphids as they are more likely to be on the new growth tips.
