many little black bugs on tomato plant

I just noticed that this was in the wrong place and so no one answered, can anyone help jazzie?

Sometimes tomatoes attract those little black critters, i've never noticed that they do any harm. I think they're attracted to whatever that peculiar smelling resinous moisture on the stems of the tomato plants.
They don't sound like aphids as they are more likely to be on the new growth tips.
