Does anyone know if Rosa Rugosa is the same as the beach roses that grow all over Cape Cod? Would it make a good property line border in GA?

Almost certainly. I've seen them growing on beaches in Acadia National Park on the coast of Maine. One of their common names is salt spray rose as they will obviously tolerate salty seaside conditions. They are hardy south to zone 10, so they should do fine in Georgia.
