Cut it back when the leaves have dropped off while it is dormant. Take the canes right back to their point of origin and cut flush with the trunk/main branch or you'll get multiple shoots coming from below the cut. You should be able to prune minor branches pretty much at any time. There may be a disease on your pruners. Clean them in methylated spirits before using again.
