Help many legged centipede type worm eating my garlic

I have grown garlic for a few years and find myself not knowing what this pest is and why it has shown up. I suspect horse manure part of the problem but I'm unsure. Also I do not use any chemicals in my garden. It is chewing straight into my garlic and its not in all of the garlic. I always thought garlic was a pest repellent. sheesh. Any ideas?

Without seeing it from your description I cannot tell what it is. But if its in the soil I would use beneficial nematodes to control it. Beneficial nematodes can usually control most any pest in the soil and they are allowed to be used in organic production according to the USDA organic standards.
