On the info you've provided they could be affected by a few things including blossom end rot, fruit fly srike or a fungal disease. I'd be inclined to uproot and discard the affected plant. It may spread otherwise.

im not sure what has happened to my bells. i have 6 plants on only one of the plants the bell pepps are turning mushy brown AS IF I LEFFT THEM ON THE KITCHEN COUNTER. They are small not even fully ripe yet. Do you know what happened? My other bells dont have this.
