False Cypress

I am posting this question under the indoor plant section, because I'm not quite sure where it's supposed to go. I got a little 10" False Cypress Christmas tree in a 4" pot. It's been sitting on my kitchen sill ever since. I don't know what to do with it? We have very cold winter's here, so I don't think it would survive the season if I were to plant it outdoors. It's now about 13" high and I've been wondering if putting it in a larger pot will kill it? Should I leave it where it is? I notice the water is running right through, so I've been soaking it in a dish for a bit? Is it too late to fertilize? does anyone know what kind of fertilizer? Somebody, please advice?
