Mealy bugs and green leafhoppers

I'm really having a problem with mealy bug infestations this year. I've been spraying with an alcohol and soapy water mix but they keep coming back. Now I've also started seeing green leafhoppers in the same areas as the mealy bugs. What can I use to get rid of these pests?

Have you tried adding hot pepper to that? I find that works well for me.
