Help with Echinacea and Daisies

I hoping someone can help me. The flowers of my daisies and echinacea are being eaten. I have seen no insects upon them at all. Yet they must be there! Does anyone know what kind of insects would eat the blooms but not the leaves themselves and what perhaps I can do about them? If this information helps I have had very wet weather recently, which is unusual for us this time of year. And we have had some incidents of black fly, though I have never seen them near the flowers.

Please help?

Being a fellow Jersian, have you thought about the deer and rabbits?
They always do a number on mine. I try to out pace them but there is fall out.
