HELLO EVERYONE!

HOPE YOU CAN HELP. ABOUT 3 YEARS AGO I PLANTED AN ORNAMENTAL GRASS THAT WAS A GIFT. THE PLANT WAS BEAUTIFUL FOR TWO YEARS. IT REACHED A HEIGHT OF ALMOST 8' AND HAD GEORGOUS PLUMES. LAST YEAR DURING THE DROUGHT IN THE MIDWEST THE PLANT GREW TO LESS THAN HALF ITS HEIGHT AND THE PLUMES NEVER MADE IT UP. I WATERED IN WELL, BUT NOTHING SEEMED TO HELP. WHILE CUTTING THE PLANT BACK THIS SPRING, I NOTICED A WHITE POWDERY SUBSTANCE THAT FORMED WITHIN THE PLANT AND THE GROWTH SO FAR THIS YEAR IS VERY SPARSE. DID MY PLANT CATCH SOME TYPE OF FUNGUS DISEASE? IS THERE A WAY TO BRING IT BACK? UNFORTUNATELY, I DO NOT KNOW THE EXACT TYPE OF GRASS IT WAS. BUT, MY HEART IS BROKEN. I ABSOLUTELY LOVED THIS GRASS. CAN ANYONE SUPPLY ME SOME ANSWERS TO MY GRASS PROBLEM?
