Repotting Aloe Vera

I just bought an Aloe Vera plant at Wal-Mart (actually it is kinda sick looking with bruised spears and seems very root-bound) and am planning on repotting it. Can I cut the bruised spears off? Also, what do I do with the rootball to make sure that it will continue growing?

I don't often repot my aloes unless they really need it. They seem to fare better in a pot that hugs them. I tried repotting a few into a nice big planter once & they didn't thrive as well as when they were all snug in smaller pots. It is fine to cut spears off an aloe, the spear will callous over in a few days.
